I think it’s incredibly strange that similar things have been occurring in Yemen en masse for much longer and no one cares. This makes me think that hatred of Israel is not based on actions alone. 

As someone who strongly believes in a Jewish state, I think the Israeli government has turned increasingly right-wing and Americas support has allowed them to move without consequence. The only other political options are even further right wing, leaving many left-wing and liberal people politically homeless. 

Having said that, many of the liberal people I met while living in Israel were targeted in attacks by Hamas, including people I know who have been in support of open borders being murdered in their own homes. This will likely change national perception of a two-state solution. 

I also believe that there is a much stronger undercurrent of climate change that will make governments of the Middle East more fearful of resource shortages. Seeing aid denied feels a little too preemptive of the wars over actual resources.

The plan does not violate international law. Under article 49 of the fourth Geneva Convention, a military has the right to evacuate civilians in a war zone if military necessity so requires. The UN or other international humanitarian organizations are supposed to help evacuate, not undermine the evacuation plans (as happens in Gaza). 

The aid system before GHF (Gaza Humanitarian Foundation) was controlled by Hamas. The current one attempts to put a buffer between Hamas and the food aid. Foreseeably, Hamas doesn’t like that. They demand to return to the old system, citing “humanitarian reasons”. 

Give me a FUCKING break. 

It’s ASTOUNDING how people ignore Hamas’ attempts to destroy the new aid system. Hamas carried out one of the worst terrorist attacks in history…

Israel isn't going to stop the war until their military objectives of destroying Hamas are complete, nor should they.

If this plan for a humanitarian city gets tanked, what little ground remains from which one could criticize the number of civilians killed in military operations completely disintegrates.

This proposal is Israel saying, we hear the cries about civilians deaths, but we can't let Hamas go free, so here is our solution. They are calling the ProPal world's bluff. And of course, ProPals will hate this because they are ideological extremists and aren't interested in solutions.

So this is a win win for Israel. If they build the city it's a win for Palestinians who can escape the war zone and be safe from casualties. If it's not built, Pal civs will continue to be collateral damage.

Respectfully, this reads like a settler fantasy novel dressed up in technocratic language. People aren’t "temporarily residing" in displacement camps because it’s the rational thing to do, they’re being forcibly removed from their homes by military force. There’s nothing voluntary about that. The idea of deradicalizing an entire civilian population whose neighborhoods have been bombed into rubble while their families are killed is not humanitarian, it’s an extension of warfare and political strategy by other means.

Every humanitarian in Gaza will tell you the same thing, that the humanitarian crisis is man-made, and it’s caused by siege, bombing, and systematic destruction of civilian life. The idea that the same state responsible for that would now build a "humanitarian city" is dystopian. People don’t want a walled encampment, they want to go back to their homes, to farm their land, to rebuild their communities.

If you actually care about humanitarian solutions, the starting point is stopping the mass killing, lifting the blockade, and allowing people to return to their homes and land inside Gaza. This isn’t about some abstract right of return across decades, it’s about families who were living in Gaza City, Khan Younis, Beit Hanoun just eight months ago, now being pinned into tent camps. People aren’t asking to be airlifted back to 1948, they’re asking to go back to neighborhoods they were forced from within the past two years.

I don't agree with a lot of this, but I will just try to tackle one point:

I am not very familiar with the details of the plan, if there are any, but how do we imagine people get to these camps, and what do we think their choice would look like?

If the idea is "Well you *can* choose to stay in the rest of Gaza but that's going to still be a war zone and we're not going to apologize if you end up dead there," then I think it's incorrect to call that voluntary. To put it simply, a person choosing X when offered "X or violence" is not voluntarily choosing X.

One might say Gaza is quite uninhabitable right now, so even if a real choice between a concentration camp in Rafah and going back home is offered (without the threat of violence), most Gazans would choose to go to the camp for a while (for 10-15 years???)

A few reasons why I think Gazans will not choose that:

1. Palestinians have a vivid national memory from times where they fled, thinking it's temporary until things settle down and they can go back, and then Israelis came in and prevented them from coming back (whereas those who stayed or came back right away were able to stay long-term). This concern, of being told it's temporary but never being allowed back, is amplified by statements by the ideological right to the effect of settling in Northern Gaza, as well as the observed reality in the West Bank where the IDF facilitates settlement expansion.
2. I can't imagine how 2 million people could be squeezed into a fraction of the territory of Gaza. Would Israel build high-rises for them? How would that work in 5-6 months? Even if it does somehow happen, and it's made livable, what kind of life could people have there? They wouldn't be able to engage in any economic activity and would be 100% dependent on Israeli kindness in allowing aid to come in (as is the case right now). I don't expect them to  be willing to live like this for 10 years.
3. You are straight-up telling them you want to strip them of their identity. You may think "well, if terrorism is their identity, then yeah, I do!" But (a) it's more subtle than that -- they want to have freedom of religion which allows them to be radical Muslims, and your plan to de-radicalize them would probably involve some sort of limits on that, and (b) even if you're right about their identity and the need to de-radicalize them, they still don't agree with you and would likely not agree to live in the camps if the condition is to be "de-radicalized" by you.
4. Generally, through all of this, they would need to put a great deal of trust with their captors. From building the camp properly and making it livable, to constant maintenance and provision of aid, to making sure settlers don't come in to Gaza, to giving them some sort of autonomy afterwards -- they need to trust that all of this will be taken care of by the Israeli government and the IDF, both of whom have shown little to no respect for their human rights for decades now.

I suspect many Israelis fantasize Palestinians would be very willing to do certain things that would be convenient for us, without really considering their position. It's the same with propositions of "voluntary" exile, as if a substantial number of Palestinian families would be willing to leave for a random desert country experience its own turmoil (Sudan, Libya have been floated as options), in exchange for a good-bye gift of $2,000. It's possible to maintain this fantasy if you stubbornly refuse to empathize with them.

If we move forward with something like this believing they would play along, I'm afraid of what will happen when we find out they do not. Will we take no for an answer at that point? Or will some elements of the government and IDF who don't mind doing the dirty work shove people unto cars and into camps, doing their best to keep up appearances and the pretense of "voluntarism"? Will Israelis at home watching the "recruited media" have any mental energy to think critically and speak up against this, or will the voice saying "we are all brothers", and accusations of terrorism-support crowd out these sand voices?

Im ten thousand miles away esting a poptart and I want to chuck rocks at the IDF. These people have been starved, lost limbs because there were no antibiotics, demied water. They ve watched their kids die of dysentery because they were denied so  much as a drink of water. Clockwork orange couldnt make them not want to kill you with every fiber of their being. 

Of course once the city is made it will need a safe zone evacuated of Palestinians. And then some israeli settlers will camp out on it and then oh look those settlers need a safe zone…..

I reject this premise. No one is being prevented from returning to their homes in Gaza City. It's an active combat zone, civilians would probably die there as this war grinds on. 

No one is being forced into the Humanitarian City. No force, no prevention. If the Gazan believes that his life is safer outside of the Humanitarian city, he can stay out. If the Gazan believe that he will never be allowed to return to Gaza City, he can stay out and keep his access to Gaza city. 

Why is the world mad that a safe zone is being created in a war zone that the world is complaining about too many civilian deaths? If people were really Pro-Palestinian, wouldn't they want the safe zone for civilians?

Also, I agree with OP. Return to what? Rubble? Hamas IEDs? Unexploded ordnance?

As long as Palestinians would be able to leave this area and aren't coerced into it, then I am okay with it. Better than being bombed continuously. However, it doesn't seem like this plan is likely at all. A much better plan would be a ceasefire and the UN running Gaza.

This situation is not unique to Gaza. Nor is Gaza even the worst situation in that region.

Sudan is a significantly larger humanitarian crisis.

If Hamas surrenders, gives up their weapons and the Palestinians vow to never attack Israel again and to punish those in their society that plan to, then the hard right in Israel loses their mandate to lead the parliamentary coalition and the anti-Hamas Palestinians will have their chance to lead their people from being the disposable weapons they’ve been treated as and to emancipated citizens of a new culture and nation where they won’t be reliant on the charity of absentee empires controlling them.

My take on this is that both governments are evil.

Any person who takes the side of either government is purposely blinding themselves to the situation.  Hamas couldn't give a shit about their people, and Israel doesn't give a shit about committing war crimes.  Everyone hates everyone else in the region.

The only real solution is for another country to come in and be genuinely interested in seeking peace between the two, and able to support both countries in long-term development.  I used to think the US was that country but now I'm not sure they ever had that intent, because what they're allowing to happen is crazy.  The US has a hidden agenda, I don't know what it is, but they're literally supporting Israel to be the biggest bully in the region.  They've probably got economic eyes on the region, don't like brown people, and don't like Iran, and want the power that comes from helping what is essentially a colony in the middle east.

This is why children are starving - because the US has some strange vested interest in Israel.

It's at times like this I wish I could say, "Just let them blow each other up, they're all bastards to each other."  Israel is still a valid country made for a people that have been persecuted throughout history.  It's creation was done terribly, but then so was most countries of the world, especially in Africa, so that's nothing special about Israel.

This is unfortunately an example of how much humans are bastards to each other.  At least it's only starvation and genocide.  In the old days entire populations would be beheaded and stuck on pikes, so the modern world is quite a bit nicer with their genocides.
